Mayor's Message

Dear Citizens,

As I write this month’s letter, it is April 15th and after all the cold, snow, ice, and rain, it is certainly a relief to see that the sun can still shine. With Tulip Time in just two weeks and the tulips looking like they are not sure, I will have to admit to giving them a few words of encouragement as I drive by the various beds. I just hope they don’t start talking back as I will then know this job has gotten the best of me.

When you receive this letter, no doubt we will be welcoming many visitors to our City for the annual Tulip Festival. My hope is that it will be one of the best festivals ever and I certainly commend everyone who works so hard to make it a success.

A few years ago, I overheard a couple individuals talking about Tulip Time, and they were quite insistent that the only people who really did well from Tulip Time were the bakeries and meat markets. I have certainly come to realize that their thinking was certainly wrong.

When you consider the direct financial impact Tulip Time has on our community you have to consider the many Churches and Service Clubs who benefit. Also, you have to consider in addition to the bakeries and meat markets, other businesses such as gas stations, motels and hotels, restaurants, and the many shops scattered around the community.

What is often overlooked is what I would call the indirect financial impact of our festival, or for that matter, any event or tourism activity that brings visitors to our community. The hotel/motel tax that comes in to the city is substantial. Also, considerable sales tax is generated. Most of the businesses who benefit directly employ many of our local citizens, who in turn patronize other businesses around the community. The bottom line, in my opinion, is that Tulip Time or any event bringing people to our City benefits each and everyone of us to some extent. Many of the quality of life services that so many people appreciate and have become accustomed to simply would not be possible without this important contribution to our City.

While the financial impact of any type of tourism is significant, there is another aspect that I believe is just as important. That would be the opportunity to show visitors the type of people who make up this community. This month I had the privilege of welcoming a group of 350 ladies to Pella who came from all over the state. One of these ladies whom I met told me that she was so impressed with Pella, and especially so with the friendly and welcoming citizens she had had the opportunity to meet. These are the types of comments that help a Mayor realize why he is proud to represent this community.

I would urge all to start watching for the schedule of Thursday nights in Pella. I believe we are all ready.

Free Tulips

Tulips planted in specified “street beds” and the city parks will be available for removal by Pella School District residents on Monday, May 19 & Tuesday May 20, beginning at 7:00 am. Wednesday, May 21 is open to anyone.

Remove all foliage. Do not leave stems and/or leaves behind. DO NOT spill soil on the grass around the beds. All soil must remain in the flower beds.

The “street beds” are located between the sidewalk and the street on:

Main St from Huber St north to Jefferson St

Washington St from Open Bible Church west to Brinkhoff Park

Franklin St from the Post Office west to West Market Park

City Parks include: Brinkhoff, Central, West Market, Sunken Gardens, South, Power Plant, Community Center, Library, and the Klokkenspel.

DO NOT remove tulips from beds other than those listed above.

Memorial Day Closing & Garbage Information

Offices Closed for Memorial Day: City Hall, Community Services, Electric Distribution, Planning and Zoning, Public Library, and Public Works.

Garbage Pick-up for Memorial Day: Monday’s route (5/26) will run on Tuesday (5/27) and Tuesday’s route will run on Wednesday (5/28). The rest of the week will be as usual.

Iowa Certified Municipal Clerk

Ronda Brown has recently been awarded the designation of Iowa Certified Municipal Clerk. To be eligible, she completed 100 hours of coursework over a three year time period from the Iowa State University Municipal Clerk's Institute in Ames, IA. Another requirement for this award is 3 years experience as a City Clerk or Deputy Clerk. Ronda has been City Clerk since July 2004. She holds a BA from Iowa State University and has been employed with the City of Pella for 20 years.

Sherry McBride joins Public Works

We are please to announce that in February 2008 Sherry McBride joined the Public Works staff as our Administrative Support Technician. Sherry’s extensive background in administrative support and customer service make her a welcome addition to our team. Sherry, her husband Ben, along with their two daughters, Megan and Gabrielle, recently returned to the Pella area. Welcome Sherry!

Spring Painting Reminder

The City of Pella would like to remind local business owners about the Community Development Committee (CDC) design and sign permit procedures.

If you are changing the color of the facade of your building, please call 628-1601 to set up a design review with CDC and have a permit issued. A permit is also required for any other facade changes (other than regular maintenance) or new outdoor fixtures (outdoor seating or planters, for example). A sign permit is required for any new signage as well. These are simple procedures that protect the investment in the downtown and gateway commercial areas.

Comprehensive Plan Update

The City Council adopted the Comprehensive Plan Update at their meeting on October 16 after a public hearing. The Update process started in 2006 with direction from a Steering Committee comprised of more than thirty members and the assistance of RDG Planning and Design. Input from this Committee as well as citizens that attended the various public meetings held in 2006 and 2007 formed the foundation for the guiding policies and goals in the Plan, which set forth the overall planning framework. The Comprehensive Plan Update also includes the Washington Street Corridor Enhancement Study, which is the aesthetic planning companion to the Washington Street Access Management Plan, a separate transportation planning effort. The Comprehensive Plan can be found at the above web site or a hard copy can be viewed at the Planning and Zoning Office at 100 Truman Road.

Yard Waste Bags – used for leaves, twigs and other small yard waste.

• Only City-authorized bags identified by the words, Metro Waste Authority, will be picked up. A bundle of 5 bags costs $4.75 and can be purchased at the following locations:*City Hall - 825 Broadway *Public Works - 100 Truman *Kum & Go - 744 Washington *Casey’s - 414 S. Clark, 414 Oskaloosa, 900 Main St. & 2421 Washington St. ******NEW LOCATION******Theisen’s – 403 E. Oskaloosa

• Filled yard waste bags must weigh less than 40 pounds and will be collected every Wednesday, March through November.

Brush Stickers - for larger sticks and brush that will not fit in yard waste bags.

• Brush must be bundled using biodegradable material. Bundles must measure less than 48” long, 30” in diameter, weigh less than 40lbs, and must not contain branches greater than 3”in diameter. Bundles are picked up on all Wednesdays if a City-authorized sticker is attached. (The City will collect the brush bundles, meeting requirements, at no charge, on the 3rd Wednesday of every month. no sticker required). Stickers, $.70 each, are sold at City Hall and Public Works only.

For larger limbs or other yard waste that cannot be processed via our program we suggest you contact a lawn/yard service company of your choice at your own expense. Also, the South Central Iowa Solid Waste Agency accepts yard waste at the landfill. Contact the landfill at (641) 828-8545 for more information on their rates and landfill hours.

Please call the Public Works Office at 628-1601 for questions regarding the City’s yard waste program.
